Requests the Comptroller to reestablish the Procurement Task Force originally authorized by Senate Concurrent Resolution No. 92 (2013) to study past performance in the state procurement process.

Task Force chair to be the Comptroller or designee, with representatives solicited from 10 entities including the State Procurement Office, University of Hawaii, Department of Education, Department of Transportation, county procurement departments, water supply boards, transit agencies, and construction industry associations.

Task Force is requested to identify proposed amendments to the Hawaii Public Procurement Code to address poorly-performing contractors through use of past performance criteria in determining state contract awards.

Task Force members to serve without compensation and must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session convenes.

Task Force to be dissolved on June 30, 2020, with the Legislative Reference Bureau requested to assist in drafting proposed legislation if the Task Force submits a request by November 1, 2019.
