Urges the Public Utilities Commission to adopt rules enforcing net neutrality requirements for broadband and internet service providers in Hawaii.

Prohibits blocking lawful content, applications, services, or devices regardless of source.

Prohibits impairing, degrading, hindering, throttling, restricting, or prioritizing internet content and applications, subject to reasonable network management practices.

Prohibits paid prioritization and preferential treatment of internet traffic to any customer.

Prohibits deceptive or misleading marketing practices regarding internet traffic treatment and unreasonable interference with customers' ability to access lawful content of their choice.
