Urges the Governor to convene a task force to study the effects on states of legalizing cannabis for adult recreational use.

Task force to include Lieutenant Governor, Directors of Health/Taxation/Public Safety, four county mayors, Honolulu Liquor Commission Administrator, Drug Policy Forum Executive Director, and Hawaii Citizens for Legal Cannabis Director.

Task force to study advantages and disadvantages of legalization, projected and realized tax revenues, impacts on judicial and correctional systems, and financial and enforcement impacts on non-legalized states.

Task force to receive guidance and administrative support from the Legislative Reference Bureau and may consult with public or private entities for assistance.

Task force must report findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2019 Regular Session convenes.
