Requests the Departments of Agriculture and Health to jointly evaluate California's current and pending regulations on chlorpyrifos and develop recommendations for similar regulations in Hawaii.

Directs the departments to evaluate any negative impacts on Hawaii if the Environmental Protection Agency's chlorpyrifos regulations are not implemented.

Requires the departments to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the convening of the 2019 Regular Session.

References EPA's 2016 assessment finding chlorpyrifos has no safe uses, poses risks to workers and communities within 300 feet of application, and causes neurodevelopmental harm in children.
