Encourages the Department of Land and Natural Resources and Department of Parks and Recreation of the City and County of Honolulu to collaboratively work with community stakeholders to identify and establish off-leash dog parks on the Windward side of Oahu.

Notes that at least 60 percent of households on Oahu own at least one dog or cat, compared to a national average of 36.5 percent.

Identifies that the Windward side currently has only six parks where dogs are allowed on-leash and zero off-leash dog parks, despite five existing off-leash dog parks on other parts of Oahu.

Recognizes that off-leash parks provide physical and mental exercise opportunities and allow dogs and owners to develop social skills.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, Director of Parks and Recreation for the City and County of Honolulu, and the Chairperson of the Advisory Board of Parks and Recreation.
