Urges all state and county agencies in Hawaii to include intersex and nonbinary as gender options on official documents that identify gender.

Cites the U.S. and Hawaii State Constitutions' guarantees of equal protection regardless of sex and notes that intersex individuals are born with variations in physical sex characteristics that do not fit binary male/female categories.

References examples from other jurisdictions including California, Washington, Oregon, Canada, Germany, and Australia that have already recognized intersex and nonbinary persons on government-issued identification documents.

Acknowledges Hawaii's historical recognition of diverse gender identities across cultures, including Native Hawaiian traditions that recognize more than two genders.

Directs transmission of certified copies to the Governor, Attorney General, Director of Health, Director of Education, county mayors, and other state and county agency heads.
