Calls upon digital game developers and publishers to cease predatory practices using loot boxes and gambling-like mechanisms that exploit consumers through randomized virtual item purchases.

Requests the Entertainment Software Rating Board (ESRB) assign "adult only" ratings to all games containing in-game purchases of variable reward loot boxes or gambling-like mechanisms.

Requests the ESRB require a separate disclosure label on games with variable reward loot boxes to inform consumers and parents of psychological, addictive, and financial risks.

Requests the ESRB require disclosure of odds for winning items in variable reward loot boxes at the time of purchase to meaningfully inform consumers before transactions.

Directs certified copies be transmitted to the Governor, Director of Commerce and Consumer Affairs, Director of Health, Hawaii congressional delegation, ESRB President, and Entertainment Software Association President.
