Dutch Reach method involves using the far-side hand to open a car door instead of the closest hand, requiring the driver or passenger to swivel and check mirrors and blind spots for cyclists and traffic.

Studies confirm that "doorings" (cyclist crashes caused by car doors opening into traffic) account for up to 20 percent of bicycle-vehicle accidents in major cities.

Teaching the Dutch Reach method in driver's education courses would establish safer habits early, resulting in slower, more controlled door openings that reduce bicycle and pedestrian safety risks.

Directs that certified copies of the resolution be transmitted to the Director of Transportation.
