H.R. 25 Summary

• Recognizes Native Hawaiians (Kānaka Maoli) as the Indigenous Peoples who have occupied Hawaii since time immemorial and acknowledges Hawaii's foundation on their homelands and communities.

• Honors Native Hawaiian contributions to arts, sciences, philosophy, knowledge, labor, voyaging, music, and dance that have shaped Hawaii's character.

• Acknowledges historical losses experienced by Native Hawaiians including loss of land, language, religion, and sovereignty, and commits to utilizing resources to further Native Hawaiian conditions as recognized in the State Constitution and Hawaii Admission Act.

• Declares the State's opposition to systematic racism toward Native Hawaiians and commitment to promoting policies reflecting their experiences and ensuring greater access and opportunity.

• Designates 2018 as the Year of the Native Hawaiians and celebrates Hawaiian cultural values of Akahai, Lōkahi, ʻŌluʻolu, Haʻahāʻa, and Ahonui.
