Acknowledges that NFL players often suffer serious injuries requiring pain medication, and highlights the well-documented dangers of opioid overuse and addiction.

States that research demonstrates cannabidiol is non-intoxicating with beneficial effects including anxiety reduction, anti-inflammatory, anti-nausea, and antipsychotic properties, and does not produce psychoactive effects.

Directs transmission of the resolution to the NFL Commissioner and general managers of all NFL teams.
