Supports the proposed Adoptee Citizenship Act of 2018 (H.R. 5233; S. 2522) pending in Congress, which would grant American citizenship to foreign-born adoptees adopted by American parents and raised in the United States.

Addresses a gap in the Child Citizenship Act of 2000 (CCA), which automatically grants citizenship to foreign-born adopted children but excludes adoptees who were 18 years or older on the CCA's effective date.

Directs transmission of certified copies to the President Pro Tempore and Minority Leader of the U.S. Senate, Speaker and Minority Leader of the U.S. House, Judiciary Committee chairs of both chambers, Hawaii's Congressional delegation, the Secretary of Homeland Security, and the Director of U.S. Citizenship and Immigration Services.
