Department of Commerce and Consumer Affairs requested to convene a working group to evaluate regulation of peer-to-peer car sharing and establish industry standards to ensure public safety.

Working group directed to research and review safety and maintenance standards, liability and insurance limits, airport and public access policies, and pricing, fees, and taxes related to peer-to-peer car sharing.

Director of Commerce and Consumer Affairs or designee to chair the working group with required participation from Department of Transportation, Insurance Division, Consumer Advocacy Division, two motor vehicle rental companies, two licensed automobile insurers, and two peer-to-peer car sharing companies.

Current peer-to-peer car sharing in Hawaii is unregulated; approximately 150 personal vehicles are available for sharing at daily rates ranging from $30 to $550 with no standards ensuring vehicle safety, qualified renters, or adequate insurance coverage.
