Request Department of Business, Economic Development, and Tourism (DBEDT) to establish an International Moon Base Alliance committee to develop recommendations for creating a prototype moon base on the island of Hawaii.

Committee shall include representatives from Hawaii-based aerospace organizations, NASA, federal agencies (FAA, U.S. Pacific Command, U.S. Army Pacific), international space agencies, corporations in aerospace and technology sectors, and space advocacy groups.

Committee to evaluate Hawaii's strategic advantages for lunar research including equatorial location, existing aerospace expertise, moon-like terrain, and potential for job creation in telecommunications, power generation, and food production systems.

DBEDT required to submit interim report to Legislature no later than twenty days before the 2019 Regular Session and final report no later than twenty days before the 2020 Regular Session, including findings, recommendations, and proposed legislation.

Certified copies to be transmitted to the Governor, DBEDT Director, NASA, FAA, U.S. Pacific Command, and U.S. Army Pacific.
