Condemns the Hawaii Emergency Management Agency for broadcasting a false ballistic missile alert on January 13, 2018, that caused 38 minutes of panic before issuing a comprehensive false alarm notification.

States that the U.S. Pacific Command confirmed no threat within 3 minutes of the alert, but the agency took 38 minutes to issue a full false alarm broadcast and was unprepared with no procedure for false alert situations.

Urges the Hawaii Emergency Management Agency to conduct a comprehensive review of its management and operational procedures to improve accountability, efficiency, accuracy, and preparedness.

Directs the agency to work with schools and community organizations to conduct public education campaigns on how to prepare for and react to ballistic missile threats and other catastrophic events.

Requires certified copies of the resolution be sent to the Director, Administrator, and Executive Officer of the Hawaii Emergency Management Agency, the Governor, and the mayors of Honolulu, Maui, Kauai, and Hawaii.
