Request the Insurance Commissioner to assess the adequacy of physician networks serving Medicaid/QUEST and EUTF covered patients on all islands of Hawaii.

Require the Insurance Commissioner to seek cooperation and information from the John A. Burns School of Medicine at the University of Hawaii and comprehensive health insurance providers in the State during the assessment.

Submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than January 1, 2019.

Transmit certified copies to the Director of Commerce and Consumer Affairs, Insurance Commissioner, Dean of the John A. Burns School of Medicine, and presidents of Hawaii Medical Service Association, Kaiser Permanente Hawaii, and Hawaii Medical Association.
