Director of Health requested to convene a working group to study unlicensed care facility issues, with first meeting no later than 90 days prior to 2019 Regular Session convening.

Working group membership includes Director of Health or designee, Department of Commerce and Consumer Affairs representative, American Association of Retired Persons representative, elderly advocacy group representative, unlicensed care facility advocacy representative, and licensed care facility advocacy representative.

Working group directed to study safety of elderly/vulnerable adults in care facilities, Department of Health licensure application processing times, definition and differentiation of "care homes," complaint investigation procedures, safety during facility transfers, quality assurance committees, definitions of "environment of care" and "living environment," and differentiation of care levels.

Department of Health shall provide administrative support for the working group.

Working group must submit written report with findings, recommendations, and proposed legislation to Legislature no later than 20 days prior to 2020 Regular Session convening, with working group chair notifying House and Senate committees with consumer protection jurisdiction.
