Requests the Legislative Reference Bureau (not the Auditor, as stated in the title) to conduct a study on best practices regarding "incidental and supplemental" contracting work in Hawaii.

Requires examination of how other state jurisdictions define and regulate "incidental and supplemental" contracting work, including factors beyond cost that other states' licensing boards consider.

Mandates stakeholder consultation with construction unions, construction companies, structural engineers, steel fabricators and erectors, and trades councils during the study.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2019.

Stems from the 2013 Hawaii Supreme Court case District Council 50 v. Lopez, which established that "incidental and supplemental" work must be subordinate to primary licensed work and represent less than 50 percent of total project cost.
