Encourages the Department of Land and Natural Resources and Department of Parks and Recreation of the City and County of Honolulu to collaboratively work with community stakeholders to identify and establish off-leash dog parks in urban areas of metropolitan Honolulu.

Notes that Honolulu metropolitan area has only 5 off-leash dog parks serving approximately 143,000 dog owners.

Identifies that at least 60 percent of Oahu households own at least one dog or cat, and Hawaii pet owners spend over $90,000,000 annually on pet-related expenses.

Cites benefits of dog parks including improved quality of life for owners and pets, promotion of responsible dog ownership, and reduction of destructive dog behaviors.

Requires certified copies of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources, Director of Parks and Recreation for the City and County of Honolulu, and the Chairperson of the Advisory Board of Parks and Recreation.
