Requests the Legislative Reference Bureau to study whether insurance coverage requirements for transportation network companies and drivers established under Act 236 (2016) are adequate to cover claims from accidents involving passengers, drivers, and the public.

Requires the study to compare insurance coverage requirements for transportation network companies against coverage required by the Department of Transportation for airport permit holders, counties for taxicabs, and the Public Utilities Commission for commercial vehicles.

Directs the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2019 Regular Session convenes.

Notes that Act 236 is scheduled to be repealed on September 1, 2021, making the study timely for potential legislative action.
