Establishes additional annual registration fees for electric motor vehicles, hybrid motor vehicles, and plug-in hybrid motor vehicles to compensate for reduced fuel tax contributions to the state highway fund.

Adds three new definitions to Hawaii Revised Statutes Section 249-1: "electric motor vehicle," "hybrid motor vehicle," and "plug-in hybrid motor vehicle."

Modifies Section 249-31 to impose additional annual registration fees on electric, hybrid, and plug-in hybrid vehicles (amounts to be determined), with all revenue deposited into the state highway fund.

Directs the Department of Transportation to deposit the standard $40 portion of regular vehicle registration fees into the state highway fund and the full amount of additional fees from alternative vehicles into the state highway fund.

Takes effect on July 1, 2050.
