Department of Public Safety must inform inmates about assistance available to obtain civil identification cards under Hawaii Revised Statutes chapter 286, part XVI, and shall issue cards to inmates with one year or less remaining on their prison sentence upon request.

Department of Public Safety, in collaboration with federal, state, and county agencies, must inform inmates of assistance available to obtain birth certificates, social security cards, and other identification documents necessary for workforce transition, social services access, and housing, and shall assist eligible inmates with one year or less remaining on their sentence.

Director of Public Safety must submit annual reports to the legislature no later than twenty days before each regular session beginning in 2018, including the number of released inmates with and without identification documents, impediments encountered, and recommendations for improvement.

Appropriation of unspecified funds to the Department of Public Safety for fiscal years 2017-2018 and 2018-2019 to issue civil identification cards and assist inmates in obtaining necessary identification documents for reentry.

Act takes effect July 1, 2050.
