Requires the University of Hawaii system to develop a comprehensive campus master plan with five- and ten-year timelines that incorporates academic and facilities plans for each campus.

Master plan must address ten specific goals including accommodating growth, revitalizing core campus, enhancing central campus, forging strategic partnerships, improving mobility, transforming corridors, improving learning environments, integrating academic and residential life, providing flexibility for change, and maintaining fiscal responsibility.

Campus master plan shall consider responsive facilities design, aesthetic and physical contributions to education, and optimal use of existing facilities through renovation and remodeling.

University must collaborate with the school of architecture to create the plan and submit a status report to the legislature no later than twenty days before the 2018 regular session and submit the completed plan no later than sixty days before the 2019 regular session.

Legislation acknowledges the University of Hawaii has not updated its long range development plan since 2007 and identifies need for future studies on academic planning, landscape design, student life, and athletics.
