Prohibits disqualification or rejection of bids that include a listed subcontractor whose license lapsed due to insufficient insurance and bond coverage, if the subcontractor was previously licensed within 60 days prior to bid and meets reinstatement requirements.

Requires subcontractors to submit proof of continuous insurance and bond coverage to the contractors license board within 10 days following bid opening.

Requires subcontractors to have their license restored to current and active status within 60 days following bid opening, effective from the time of bid through award.

Mandates procurement officers to report any unlicensed activity to the contractors license board if a bid is disqualified or rejected due to subcontractor failure to meet licensing requirements.

Amends Hawaii Revised Statutes Section 103D-302(g) regarding correction, withdrawal, and cancellation of competitive sealed bids; effective July 1, 2050.
