Authorizes the Department of Budget and Finance to issue special purpose revenue bonds up to $20,000,000 to assist Maui All Natural Alternative, LLC with a municipal sludge processing and renewable energy project at the Wailuku-Kahului wastewater reclamation facility on Maui.

Project will convert municipal sludge into reusable product and use renewable energy crops grown on approximately 500 acres of former sugar cane land to generate clean renewable gas for firm renewable energy production.

Expected to reduce up to 6,800 tons of greenhouse gas emissions annually, process up to 24,000 tons of sewage sludge for beneficial reuse, and create 10-15 permanent jobs initially with potential for up to 200 new jobs.

Bonds may be refunded after issuance through June 30, 2022, and the authorization to issue bonds under this Act expires on June 30, 2022.

Financing constitutes assistance to an industrial enterprise under part V, chapter 39A, Hawaii Revised Statutes, and is deemed in the public interest for public health, safety, and general welfare.
