Requires each Hawaii county to mandate that building permit applicants provide signed declarations under penalty of perjury certifying that they and their subcontractors have secured workers' compensation coverage, state-approved self-insurance, or are exempt from coverage requirements.

Requires applicants to include policy information, names of subcontractors, and federal or state employer identification numbers in the declaration, or provide documentation of claimed exemptions.

Mandates county building permitting agencies submit copies of signed declarations to the Department of Labor and Industrial Relations director within three business days of receipt.

Requires the director to verify workers' compensation coverage status and notify the county permitting agency of findings; county agencies must suspend permits if coverage is cancelled or expires.

Requires permittees to file updated declarations for any subcontractors hired after the original permit issuance.
