Requires the Hawaii Community Development Authority (HCDA) to develop a transit-oriented development (TOD) zone improvement program to strategically invest in public facilities near fixed transit stations.

Defines "TOD zone" as parcels of land within a one-half mile radius around a proposed or existing fixed transit station, excluding lands administered by the Hawaii Public Housing Authority, Stadium Authority, or existing community development districts.

Adds TOD zone matters to HCDA authority structure, allowing the director of the office of planning to participate in TOD zone decisions alongside the director of finance, director of transportation, cultural specialist, and three at-large members.

Expands HCDA's district-wide improvement program to include TOD zone improvement programs, authorizing the authority to assess real property costs and issue bonds to finance public facilities in TOD zones.

Appropriates $60,000 for fiscal years 2017-2018 and 2018-2019 to fund one full-time temporary position in HCDA to develop and manage the TOD zone improvement program.
