Creates seven separate collective bargaining units for Hawaii Health Systems Corporation employees, separating them from other state and county employees currently in mixed bargaining units.

Establishes new bargaining units (15-21) mirroring existing categories: nonsupervisory blue collar, supervisory blue collar, nonsupervisory white collar, supervisory white collar, registered professional nurses, institutional and health workers, and professional and scientific employees.

Grants the Hawaii Health Systems Corporation board equal voting power (one vote) with the governor (one vote) in negotiations for the new bargaining units, compared to the governor's previous majority control in mixed units.

Applies the same impasse resolution procedures (mediation and arbitration) to the new Hawaii Health Systems Corporation bargaining units as exist for other public employee bargaining units.

Takes effect July 1, 2017, and applies to collective bargaining agreements negotiated after that date.
