Amends Hawaii Revised Statutes Section 76-77 to exempt positions of non-elected chief executive officers or heads of the executive branch of county government from civil service requirements.

Adds exemption language to paragraph (2) of civil service exemptions, which previously only listed elected officers and department heads.

Positions of non-elected chief executive officers or heads of the executive branch would no longer be required to follow standard civil service hiring and employment procedures.

Takes effect upon approval.
