Appropriates funds to the Department of Business, Economic Development, and Tourism (DBEDT) to address Food and Drug Administration guidance on color additives in sea salt products for fiscal years 2017-2018 and 2018-2019.

Recognizes the growing popularity of Hawaii-made sea salt products colored with charcoal, 'alaea (Hawaiian red volcanic clay), and other natural ingredients as important to the State's brand.

Addresses FDA requirements that sea salt manufacturers obtain approval through a color additive petition process before using certain color additives not currently approved for food use.
