Appropriates funds to the Hawaii Health Systems Corporation to improve cardiac care services at Hilo Medical Center, including costs for recruiting cardiologists, staff training, medical equipment, and devices for interventional cardiology procedures.

Requires the State Auditor to audit contracts over $1,000,000 that the Department of Health and Department of Human Services have entered into with domestic violence nonprofit organizations.

Audit shall evaluate the percentage of contract expenditures allocated to staff and administrative costs versus direct services to domestic violence victims, and provide recommendations for improving contracting practices and efficiency.

Auditor must submit findings and recommendations to the legislature no later than twenty days before the 2019 regular legislative session.

Takes effect July 1, 2050.
