Requires principal brokers to ensure that real estate licensees and staff assisting common interest communities (condominiums, cooperatives, planned communities, time shares) are responsive to owner requests for association-related finances, documents, records, and information.

Mandates that principal brokers complete any request from the real estate commission to distribute commission-generated materials to an association, board of directors, or unit owners within ten days of receiving the request.

Clarifies that violations of mandatory provisions of Hawaii's condominium law by a board or its officers and members constitute per se violations of fiduciary duty.

Provides safe harbor protection for board members who vote against board actions violating mandatory provisions of condominium law and have their dissenting vote recorded in board meeting minutes within forty-five days.

Effective upon approval.
