Allocates funds from transient accommodations tax revenues to the Hawaii Tourism Authority working with the Hawaii Lodging and Tourism Association to address homelessness in tourist and resort areas, effective July 1, 2017.

Requires private donations to match the state allocation for homelessness projects in tourist and resort areas on a dollar-for-dollar basis.

Amends Section 237D-6.5, Hawaii Revised Statutes, to add a new subsection (6) creating this allocation within the existing transient accommodations tax distribution framework.
