Authorizes the Department of Business, Economic Development, and Tourism to establish and fill one permanent state public-private partnership coordinator position exempt from civil service requirements under chapter 76, Hawaii Revised Statutes.

Coordinator position will report to the director and manage all public-private partnerships entered into by the State, including associated contracts, proposals, and negotiations.

Exempts public-private partnerships entered into by the Hawaii Public Housing Authority from the coordinator's oversight.

Appropriates unspecified general revenue funds for fiscal years 2017-2018 and 2018-2019 to establish and fill the coordinator position, with the amount to be determined.

Effective date of July 1, 2038.
