Prohibits smoking and tobacco use, including electronic smoking devices, by any person on University of Hawaii premises, with exceptions only for items possessed or stored for use outside campus.

Requires the University of Hawaii to educate students, employees, and visitors about the prohibition and display clearly legible signs at all entrances and conspicuous outdoor locations.

Defines key terms including "electronic smoking device" (any product that aerolizes and delivers nicotine or other substances), "premises" (all indoor and outdoor areas owned, controlled, or otherwise managed by the university), and "tobacco product" (any product derived from tobacco intended for human consumption in any form).

Establishes that the prohibition applies notwithstanding chapter 328J, except where federal law prohibits such restrictions, making the policy of statewide concern per article X, section 6 of the state constitution.

Takes effect upon approval of the act.
