Deposits all non-participating manufacturer adjustment moneys received in calendar year 2018 relating to tobacco master settlement agreement compliance (for years 2004-2017) into the emergency and budget reserve fund.

Authorizes the director of finance to transfer $15,307,518 from the natural area reserve fund to the general fund on July 1, 2018 for fiscal year 2018-2019.

Allocates $18,929,462 in excess tobacco settlement special fund moneys to the Hawaii tobacco prevention and control trust fund and university revenue-undertakings fund to offset any discounts or reductions to master settlement agreement payments between 2018 and 2022.

Appropriates $100,000,000 from general revenues for fiscal year 2017-2018 to the department of defense for disaster relief in Kauai from April 2018 flooding and torrential rains.

Appropriates $25,000,000 from general revenues for fiscal year 2017-2018 to the department of defense for disaster relief in other state areas affected by April 2018 flooding.
