Requires the State Auditor, with assistance from the Department of Human Services, to conduct a study assessing the impact of using Medicaid funds to provide coverage for treatment of homelessness.

Defines "treatment for homelessness" to include behavioral health services, case management, personal care services, home and community-based services, and housing services.

Mandates the Auditor submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 regular session convenes.

Appropriates funds for fiscal year 2017-2018 to conduct the study, contingent on dollar-for-dollar matching with federal funds, with the Department of Human Services authorized to assist in pursuing federal funding.

Effective date is July 1, 2090.
