HI SB2003

Prohibits the Hawaii Department of Land and Natural Resources from issuing new aquarium fish permits for commercial or non-commercial aquarium purposes, except during a four-month window after the Umberger v. DLNR court injunction is lifted.

Requires commercial aquarium collectors to possess both a valid aquarium fish permit and a commercial marine license; allows existing permits to be renewed annually and transferred to other commercial marine licensees for five years after the injunction is lifted.

Establishes a five fish or aquatic life specimens per person per day limit for non-commercial aquarium collecting by any method, whether using permitted nets/traps or other means.

Adds a requirement that permit applicants have not been convicted of animal cruelty in the second degree within five years prior to permit issuance, renewal, or transfer.

Allows one commercial marine licensee to assist another commercial marine licensee holding a valid aquarium permit with taking aquatic life for commercial purposes, provided no gear or equipment is used by the assisting licensee.
