Authorizes the University of Hawaii John A. Burns School of Medicine, with support from the Department of Health, to conduct research on medical cannabis efficacy among qualifying patients in Hawaii.

Requires the School of Medicine to offer voluntary data collection from qualifying patients, gathering information on debilitating medical conditions treated, usage, dosage, and treatment results.

Mandates creation and maintenance of a secure database organized by debilitating medical condition, with privacy protections compliant with the Health Insurance Portability and Accountability Act of 1996.

Excludes operational product testing, cannabis chemical composition analysis, and laboratory-based measurements from the research scope.

Appropriates $100,000 from the medical cannabis registry and regulation special fund for fiscal year 2018-2019 to support data collection, database maintenance, and research activities, effective July 1, 2018.
