Amends Section 286-303, Hawaii Revised Statutes to require the Director of Transportation to adopt rules allowing homebound individuals to renew state identification cards by means other than in-person appearance.

Applies to individuals with a letter from a licensed primary care provider certifying that a severe disability causes them to be homebound.

Maintains existing provisions allowing mail-in renewal for individuals 80 years of age or older with no changes in name and citizenship status.

Expands existing director authority to allow remote renewal for individuals with physical or intellectual disabilities where in-person application presents a serious burden.

Takes effect upon approval.
