Requires climate vulnerability assessments for all permit applications filed after December 31, 2019, to construct, modify, relocate, or operate any regulated air pollutant source under Chapter 342B, Hawaii Revised Statutes.

Climate vulnerability assessment must include a life cycle analysis of the project's gross and net carbon emissions, the project's vulnerability to climate-related disasters, and possible mitigations and alternatives.

Applies to any planned building, transportation, or land use change by public or private entities that may generate significant greenhouse gas emissions during construction or operation phases.

Department of Health shall adopt rules pursuant to Chapter 91 to implement the requirements, which may include exemptions for certain projects.

Effective date is January 1, 2025, though the requirement applies to applications filed after December 31, 2019.
