Requires motor vehicle fuel sold in Hawaii to contain a minimum of 10 percent biofuel by volume, with the director to adopt rules for enforcement and administration.

Director may authorize sales of non-compliant fuel if sufficient biofuel quantities are unavailable to meet the requirement.

Distributors must file certified statements with the director at designated reporting dates showing amounts of biofuel available, biofuel-blended fuel sold, non-blended fuel sold, and other required information.

Establishes penalties of not less than $2 per gallon of nonconforming fuel, with a maximum fine of $1,000,000 per infraction for distributors or others violating the biofuel content requirement.

Amends the definition of "biofuels" to explicitly include biodiesel and ethanol, and takes effect on July 1, 2050.
