Establishes mandatory decision-making timelines for the Public Utilities Commission: initial actions within 60 days of proceeding initiation, subsequent actions within 60 days of triggering requirements, and final decisions within 180 days of fulfilling final requirements.

Allows the Commission to extend deadlines for good cause if it provides written notice to all parties explaining the reason for extension and the new deadline date.

Requires the Commission to establish and publicly post criteria for prioritizing among multiple dockets and proceedings on its website.

Mandates annual reporting to the Legislature at least 20 days before each regular session, including proceeding descriptions, party lists, actions taken, deadline extensions with reasons, and decision timelines for all proceedings open during the preceding calendar year.

Addresses transparency and efficiency concerns related to renewable energy infrastructure development to support Hawaii's goal of 100% renewable energy by 2045.
