Appropriates $1,500,000 from general revenues for fiscal year 2018-2019 to continue and improve the Coordinated Statewide Homeless Initiative

Requires the Department of Human Services to procure a master contractor to manage subcontracts and oversee expenditures for homeless services in accordance with Hawaii Revised Statutes chapters 103D or 103F

Master contractor shall operate a coalition providing homeless diversion services, coordinate with the federally-mandated Coordinated Entry System, and submit quarterly reports to house and senate committees on housing and human services

Master contractor may retain up to 15 percent in administrative fees from total funding amounts paid to subcontractors

Entire appropriated sum shall be provided to the master contractor at the start of the program, effective July 1, 2018
