Establishes the State Council on Mental Health within the Department of Health for administrative purposes, consisting of twenty-one members appointed by the governor.

Adds Medicaid to the list of principal state agencies to be represented on the council alongside mental health, education, vocational rehabilitation, criminal justice, housing, and social services.

Defines quorum requirements as a majority of council members present immediately before a meeting begins and specifies that an affirmative vote of a majority of members present constitutes a valid council action.

Maintains existing council composition requirements including majority nonproviders of mental health services, majority non-state employees, representation from all service area boards, and adequate representation of parents of children with serious emotional disturbances.
