Proposes a constitutional amendment to Article IV, Section 2 of the Hawaii Constitution addressing how minority party members are selected to the Reapportionment Commission.

Establishes that if no members of the house of representatives belong to a party different from the speaker, the minority party chair shall nominate three persons from which the speaker selects two commission members.

Establishes that if no members of the senate belong to a party different from the president, the minority party chair shall nominate three persons from which the president selects two commission members.

Ensures all political parties have representation on the nine-member Reapportionment Commission when they lack members in either legislative chamber.

Requires approval by Hawaii voters through a ballot measure asking whether minority party chairs should nominate candidates when their party has no legislative representation.
