State auditor shall conduct a performance audit of the Department of Public Safety's mental health services provided to inmates and pre-trial detainees.

Audit shall examine whether Oahu Community Correctional Center maintains national correctional mental health care standards from the Corrective Action Plan agreed to with the U.S. Department of Justice since the department's disengagement from federal oversight in 2015.

Audit shall evaluate whether mental health programs at Halawa Correctional Facility and Women's Community Correctional Center meet national standards established by the National Commission on Correctional Health Care, with particular focus on suicide prevention and seclusion practices.

Auditor shall submit the performance audit with findings and recommendations to the legislature no later than twenty days before the convening of the 2019 regular legislative session.

Appropriates general revenues for fiscal year 2018-2019 to the Office of the Auditor to conduct the performance audit (specific dollar amount not specified in bill).
