Requires a combined non-commercial freshwater and marine fishing license effective June 1, 2020, expanding the existing freshwater game fishing license to include saltwater fishing for non-commercial purposes.

Sets resident license fee at no more than $5 per year for licenses issued between June 1, 2020 and May 31, 2023, with non-resident fees at least five times the resident fee.

Prohibits waivers or exemptions from licensing fees unless required by law, and bars individuals convicted of fishing violations in the preceding five years from obtaining or renewing licenses.

Requires the Department of Land and Natural Resources to conduct public outreach including at least one meeting on each of Hawaii's seven inhabited islands prior to implementation.

Requires the department to submit reports to the legislature prior to regular sessions in 2019 and 2020 detailing implementation actions, enforcement data, and any proposed legislation.
