Amends Section 87A-23 of Hawaii Revised Statutes to require the State and counties to contribute to health benefits plans for retired employees and their spouses an amount equal to Medicare Part B premiums and Medicare Part D premiums effective July 1, 2018.

Expands the definition of covered benefits to include Medicare Part D (prescription drug) premiums in addition to the existing Medicare Part B (medical) premium contributions.

Applies the requirement to retired employees, their spouses during the employee's lifetime, and surviving spouses of deceased retirees and employees killed in the performance of duty.

Requires all eligible employee-beneficiaries and dependent-beneficiaries to enroll in Medicare Part B or Part D insurance plans as a condition of receiving contributions and participating in health benefits plans under the chapter.

Takes effect upon approval by the Governor.
