Appropriates funds from general revenues to the University of Hawaii College of Tropical Agriculture and Human Resources for research, development, marketing, and conservation of breadfruit (ulu) for fiscal year 2018-2019.

Funds shall support developing breadfruit businesses with demonstrated product sales, performing research directly supporting farmers and industry development, and providing ancillary support including tree production, marketing, and public education.

Establishes that breadfruit has historical significance in Hawaii as a food source, with Kona alone producing 50,000 to 60,000 tons annually before commercial coffee production, and notes potential for $2,000,000 in annual farm value within five years.

Recognizes growing market potential for breadfruit products, including the global gluten-free market valued at $14.94 billion in 2016, and notes the Department of Education has ordered breadfruit for all 300 Hawaii public schools.

Effective date is July 31, 2150.
