Authorizes the Department of Education to convene an advisory committee to develop recommendations for implementing digital citizenship and media literacy instruction in grades kindergarten through twelve in public schools, including charter schools and Hawaiian language immersion schools.

Requires the advisory committee to include experts in media literacy, digital citizenship, and internet safety from academia and non-profit organizations, as well as teachers, librarians, parent organizations, students, educators, and administrators.

Mandates the advisory committee to recommend best practices and grade-appropriate instructional resources for media literacy and digital citizenship that comply with federal E-rate programs and the Children's Internet Protection Act.

Requires the advisory committee to provide strategies for implementing recommendations, including professional development delivery for educators and administrators.

Directs the Department of Education to submit annual reports to the legislature beginning in 2019 on the implementation plan and timeline for digital citizenship and media literacy instruction.
